Uganda names the most corrupt Regions and Agencies in a graft report

Uganda's Inspector of Government (IG) office yesterday released a report naming the most corrupt districts and agencies.
The reported dubbed  "Ombudsman" covering the period from July –December, 2021 to-date named  Wakiso and Mbale City  as districts with the highest reported  corruption cases.

Releasing the biannual report yesterday, the Inspector General of Government (IGG), Ms Beti Kamya, revealed: “The institution most complained about [during the reporting period] was the district administrations, with 293 complaints followed by police with 41 complaints”.

In the IGG's previous ranking for the period of January to June 2021, both institutions came in first place, demonstrating no change in the behavior of local governments, who serve as the primary service providers for common citizens, and the law enforcement agency.

For instance, 293 complaints against local government were made in the six months ending in December 2021, which is a little less than the 312 cases made in the six months spanning January through June of the same year.
Local administrations were at the top of both lists of corruption.

The number of complaints against Force members, who are required by the Constitution to maintain law and order and combat crime, increased from 35 in the previous six months to 41 in the most recent report.

IGP Martins Okoth-Ochola was unavailable for comment, and Fred Enanga, a spokesman for the force, stated that he would only make a formal retort after obtaining and reviewing a copy of the report.

Uganda Prison Services is the unexpected visitor on the corruption list, coming in at number five after the Ministry of Education and the Kampala Capital City Authority (KCCA). Its spokesman, Frank Baine, claimed he was compelled to react on a report he had not yet seen or read.

I don't know what is there," he admitted to this outlet, adding, "I need to look at it and comprehend what they mean. I don't know how they (Inspectorate of Government) got to that conclusion.
Otherwise, I'd be speculating and not being completely honest.
